While children do need to be held accountable for their choices (in a developmentally appropriate way), there is something to be said about getting parents involved with the school's expectations for social behavior. I don't know that fines are the way to go, but perhaps some parenting support for "repeat offender" kids would help. I have had innumerable calls to homes during my career where a parent simply said "I don't know what to do with him/her, either." Others have frightened me with their veiled threats of beating the kid until s/he conforms. Somehow, there needs to be some sort of partnership between schools and parents in getting kids prepared to be successful in social environments.
